Page I-8 Proposed FTA C 5010.1E <br /> (38) Cost Objective: Cost objective means a program,function, activity, award, organizational <br /> third-party contract, subdivision, or work unit for which cost data are desired and for <br /> which provision is made to accumulate and measure the cost of processes,products,jobs, <br /> capital projects,etc.A cost objective may be a major function of the recipient or <br /> subrecipient, a particular service or project, a federal award,or an indirect(Facilities& <br /> Administrative(F&A))cost activity as described in 2 CFR part 200, subpart E- Cost <br /> Principles. <br /> (39) Cost Sharing or Non-Federal Share: Cost sharing, or non-federal share,means the portion <br /> of project costs not paid with federal assistance(unless otherwise authorized by federal <br /> statute). This cost share,or non-federal share,may include programmatic matching <br /> requirements,or other non-federal funds,to comprise the overall Award Budget to <br /> complete the scope of work for the Award. <br /> (40) Cross-Cutting Audit Finding:A cross-cutting audit finding means an audit finding in <br /> which the same underlying condition or issue affects federal awards made by more than <br /> one federal awarding agency or pass-through entity. <br /> (41) Data Universal Numbering System(DUNS)number: DUNS number means the nine-digit <br /> number established and assigned by Dun and Bradstreet,Inc. (D&B)to identify entities <br /> uniquely.An applicant,recipient, and subrecipient must have a DUNS number in order to <br /> apply for,receive, and report on a federal award. <br /> (42) Depreciation:Depreciation means the method used to calculate the reduction in value of <br /> an item of personal or real property over time. It is the term most often used to indicate <br /> that personal property has declined in service potential.For purposes of this circular, it is <br /> also a method to calculate the value that is used when disposing of an asset before the end <br /> of its useful life when fair market value cannot be established. <br /> (43) Designated Recipient:Designated recipient means an entity designated, in accordance <br /> with the planning process under 49 U.S.C. §§ 5303 and 5304 by the governor of a state, <br /> responsible local officials, and publicly-owned operators of public transportation,to <br /> receive and apportion amounts under 49 U.S.C. § 5336 to urbanized areas of 200,000 or <br /> more in population; or a state or regional authority, if the authority is responsible under <br /> the laws of a state for a capital project and for financing and directly providing public <br /> transportation. <br /> (44) Direct Carbon Emissions: Direct carbon emission means the quantity of direct <br /> greenhouse gas emissions from a vehicle,as determined by the Administrator of the <br /> Environmental Protection Agency. <br /> (45) Direct Recipient:Direct recipient means an entity that receives funding directly from <br /> FTA. <br /> • <br /> 22 <br />
