9 <br /> Section 3. This finding of substantial need includes both the City General Fund and the <br /> Emergency Medical Services Fund as described in Section 2. <br /> Section 4. This finding of substantial need to use the limit factor of 101 percent as <br /> permitted by Chapter 84.55 RCW is made by a minimum of a majority plus one vote of <br /> the Everett City Council as required by RCW 84.55.101 and is embodied in this separate <br /> resolution as required by RCW 84.55.120. <br /> Section 5. Based on this finding of substantial need,the increase in the regular property <br /> tax levy for the General"Fund for the calendarye 2014sh�l1 be t%7which is-10-1 — ---— <br /> percent of the highest amount of regular property taxes that could have been lawfully <br /> levied in this taxing district in any year since 2001.
