ORDINANCE NO. 3220-11 <br /> An Ordinance Relating to Fence Standards in the Core Residential Area Amending <br /> Ordinance No. 1671-89, as amended (EMC Title 19). <br /> WHEREAS, the City Council finds the following: <br /> 1. The City Council adopted Ordinance No. 3072-08 establishing new development and <br /> design standards for the Core Residential Area in 2008; and <br /> 2. These standards are intended to ensure development that is compatible with neighboring <br /> properties in the established neighborhoods surrounding the downtown core; and <br /> 3. The Core Residential Area standards codified in EMC 19.33G.080.B.4 pertain to fences, <br /> and are intended to create a safe pedestrian environment and a friendly aesthetic <br /> streetscape; and <br /> 4. The Violations Hearings Examiner found that the standards, as adopted, did not provide <br /> the clarity needed to enforce the regulations as intended; and <br /> 5. The Planning Commission held several public workshops and hearings, and on March 16, <br /> 2011, adopted a Resolution recommending City Council approval of the amendments <br /> contained in this Ordinance. <br /> WHEREAS, the City Council concludes the following: <br /> 1. The proposed amendment to the Zoning Code bears a substantial relation to public health, <br /> safety and welfare; and <br /> 2. The proposed amendment to the Zoning code promotes the best long-term interests of the <br /> Everett community; and <br /> 1 <br />
