3. To achieve the proposed land use policy and zone the City needs to amend the <br /> Comprehensive Plan map designation from 1.2 (Single Family) to 4.4 (Mixed Use Commercial), <br /> as depicted in Exhibit A, with a rezone from R-1 (Single Family)to E-1 (Evergreen Way), <br /> Exhibit B. <br /> 4. The proposed change meets Policy 2.2.6. (e), Identify areas where businesses are oriented to <br /> the shopping and service needs of the Everett community, which was done as part of the recent <br /> revitalization process for Evergreen way, and which identified this specific parcel for inclusion <br /> in that process. <br /> 5. City regulations concerning, but not limited to; landscaping, signage, and lighting shall be <br /> used to review construction on the subject site. <br /> 6. City representatives met with the Glacier View Neighborhood on January 10, 2012, and <br /> discussed the proposal with the property owner to explain the proposal. <br /> 7. The subject site is currently occupied by a single family home in poor condition. Therefore <br /> assurance is needed, as a condition of this action,that the property owner will either return the <br /> structure to good condition, or remove the structure and clean up the site so the property can be <br /> redeveloped at a future date. <br /> 8. The owner of the small lot due north of the subject rezone area, lot 16, being less than 400 <br /> square feet in size and currently undeveloped, having been duly notified of this action by sending <br /> notice to the address of record, Council finds lot 16 should be made part of and included in this <br /> action. <br /> 9. Planning Commission held a public meeting to learn of and discuss this proposal on <br /> November 11, 2011 and held a public hearing on this proposal on March 6, 2012. <br /> 10. On March 6, 2012, Planning Commission passed Resolution 12-04,proposing adoption of <br /> this action by City Council. <br /> 11. The public health safety and welfare would be provided for by the proposal under existing <br /> development regulations of the City, and the conditions stated in(3) above. <br /> 12. The proposed amendment to the land use map and rezone promotes the best long term <br /> interest of the Everett Community, if the conditions stated in(3) above, are met. <br /> 13.
