The Parks and Recreation Department provides parks, play fields, recreation <br /> amenities, trails and pools that are attractive, clean, safe and accessible. <br /> The development of parks and recreational facilities in the Everett area is guided by the <br /> City of Everett's Parks and Recreation Comprehensive Plan (2010-2015), the City of <br /> Everett's Parks and Recreation Strategic Master Plan 2007 (which includes open space <br /> and facility standards based on National Recreation and Parks Association standards, <br /> recreation activity participation rates reported by American Sports Data as it applies to <br /> activities that occur in the United States and the Everett areas and the 2008 <br /> Washington State Comprehensive Outdoor Recreation Plan). <br /> A. Level of Service (LOS) <br /> One aspect of fulfilling the community's recreational needs is providing enough facilities <br /> and services to adequately support the population. This ratio of unit per population is <br /> expressed as level of service (LOS). Levels of service are established through the <br /> analysis of the following: <br /> 1. Inventory of existing park facilities and recreation services; <br /> 2. Community surveys and analysis, and <br /> 3. Professional guidelines identified within the Washington State Comprehensive <br /> Outdoor Recreation Plan (SCORP), and by the Recreation and Conservation <br /> Office (RCO) and National Recreation and Parks Association (NRPA). <br /> LOS, along with research, analysis and evaluation, forms the foundation for determining <br /> policy and implementing measures such as development regulations, capital <br /> improvement plans, impact fee assessments and other applicable public programs. <br /> B. Recreation Needs Study (Demand Analysis) <br /> The community's recreational needs or demand analysis is based on n information <br /> derived from and analysis of the following sources of information: <br /> • Strategic Plan Household Survey 2006 <br /> • Strategic Plan Community and Stakeholder Interviews 2006 <br /> • Strategic Plan Benchmark Analysis Findings Report 2006 <br /> • Parks and Recreation Department Facility Assessment Analysis 2006 <br /> • Trends Analysis <br /> • Community Survey 2004 <br /> • Parks and Recreation Historical Demand <br /> • Snohomish County Needs Assessment <br /> • Snohomish County Comprehensive Parks and Recreation Plan 2007 <br /> • Everett 2000 <br /> 8 <br />
