,
WHEREAS,THE CITY COUNCIL FINDS:
1. The purpose for the requested Comprehensive Plan land use map amendment is to ensure
consistency between the Comprehensive Plan map and the zoning map.
2. To achieve the desired consistency between the two noted maps, the City needs to amend the
Comprehensive Plan map designation from 4.1 (Neighborhood Business)to 4.2 (Community
Business), Exhibit A.
3. The subject commercial area is a viable use that has been at this location for over 40 years
and is a well established and an important part of the local area and greater community.
4. The change made herein will have no adverse affects on the surrounding area, because zoning
regulations are not being changed.
5. City representatives met with the affected neighborhood on January 4, 2012, to present and
discuss this action.
6. On March 6, 2012, Planning Commission passed Resolution 12-06,proposing adoption of the
action by City Council.
7. The public health safety and welfare would be provided for by the proposal under existing
development regulations of the City.
8. The proposed amendment to the land use map and rezone promotes the best long term interest
of the Everett Community.
9. Any conclusion below that may be construed as a finding is included here as such by this
reference.
WHEREAS CITY COUNCIL CONCLUDES:
1. Any finding above that may be construed as a conclusion is included here as such by this
reference.
2. The requested action is supported by, or consistent with, the Comprehensive Plan because it
amends the Comprehensive Plan map designation for the subject area to a designation that is
consistent with current zoning. (finding 1)
3. Circumstances related to the subject property and the area in which it is located have not
changed. However, this action is undertaken to make the map designation enacted herein, and
current zone, consistent with one another, thus "changing circumstances" is not a factor in this
decision. (finding 3)
4. There are no erroneous assumptions or new information regarding this action known at the
time this action was taken. (findings 3, 6, 7, and 9)
- 2 -
