Animals at large. <br /> A. The parks and recreation director may designate certain areas in parks as allowing dogs <br /> and/or other pets to be off leash. <br /> B. It is unlawful for any person to allow or permit any animal to be at large in any park. This <br /> subsection does not apply to: <br /> 1. Areas that are designated as "off-leash" areas; <br /> 2. Animals that are dog guides or service animals, as defined in Chapter 70.84 RCW <br /> (White Cane Law); or <br /> 3. Animals used by a law enforcement officer in the performance of his or official <br /> duties. <br /> C. 1. "At large"means that the animal is not on a leash or otherwise securely caged or <br /> securely restrained. <br /> 2. "Securely restrained" means that the person who has the animal under restraint has <br /> sufficient control over the animal to prevent it from biting or otherwise molesting or <br /> annoying other park visitors or their animals, within the immediate area surrounding the <br /> animal. <br /> 3. Leashes must be visible and no greater than ten feet in length. <br /> D. The parks and recreation director may ban dogs and other pets from areas of any park where <br /> he or she determines it appropriate. <br /> E. Any person with any animal in his or her possession in any park shall be responsible for the <br /> conduct of the animal and shall not allow the animal to bite or otherwise molest or annoy other <br /> park visitors. <br /> F. Any person with an animal in his or her possession in any park shall carry sufficient <br /> equipment for removing fecal matter, and shall collect and place fecal matter deposited by such <br /> animal in an appropriate receptacle. <br /> G. Violation of any of the provisions of this section under circumstances not amounting to a <br /> violation of Chapter 6.08 of the Everett Municipal Code (Dangerous Dogs) constitutes an <br /> infraction, and may be punished by a penalty of not more than two hundred fifty dollars. <br /> Section 12: Section 8 of Ordinance 3471, as amended by Section 16 of Ordinance 2442-00 <br /> (EMC 9.06.070), which reads as follows: <br /> Weapons. <br /> It is unlawful to shoot or fire any firearm, air gun, bows and arrows, B.B. gun or use any <br /> slingshot in any park; provided, this section shall not apply to law enforcement personnel or to <br /> department of parks and recreation employees acting pursuant to and in accordance with rules <br /> 8 <br />
