greatest degree of coordination to identify and resolve issues and design the ST- <br /> 3 system as efficiently as possible under the laws of the State of Washington, <br /> and involve the Federal Government agencies expected to assist in the funding <br /> of the ST-3 system; <br /> NOW, THEREFORE, BE IT JOINTLY RESOLVED by the Snohomish County <br /> Council, the Everett City Council, and the Lynnwood City Council that: <br /> 1.Snohomish County, the City of Everett, and the City of Lynnwood will enter <br /> into a memorandum of understanding (MOU) with Sound Transit to cooperate <br /> and expedite the permitting for the extension of light rail transit from <br /> Lynnwood to Everett under ST-3 and hereby authorize their respective <br /> executive or mayor to execute such MOU in generally the form attached. <br /> 2. Snohomish County, the City of Everett, and the City of Lynnwood will direct <br /> their departments to take all reasonable, feasible and lawful measures to <br /> facilitate the planning engineering and permitting of the ST-3 extension from <br /> Lynwood to Everett. <br /> 3.
