Section 3. This finding of substantial need includes both the City General Fund and the <br /> Emergency Medical Services Fund as described in Section 2. <br /> Section 4. This finding of substantial need to use the limit factor of 101 percent as <br /> permitted by Chapter 84.55 RCW is made by a majority plus one vote of the Everett City <br /> Council as required by RCW 84.55.101 and is embodied in this separate resolution as <br /> required by RCW 84.55.120. <br /> Section 5. That the City Clerk be, and hereby is, directed to certify to the County <br /> Assessor a copy of the resolution in order that the same be extended upon the general <br /> assessment rolls of said County, in the same manner and at the same time as the levy for <br /> the State and County taxes is extended. <br /> Section 6.
