RESOLUTION NO. 6011 <br /> A RESOLUTION providing for the delegation of the establishment and modification of <br /> certain City of Everett Parks and Recreation Department Recreational Activity Fees and <br /> suspending Resolution No. 5911. <br /> WHEREAS, the City of Everett Parks and Recreation Department(Parks)offers a <br /> variety of recreational activities that are available to the general public to participate in <br /> throughout the calendar year; and <br /> WHEREAS,the majority of recreational activities requires a fee to be paid by a <br /> participant in order to participate in the activity; and <br /> WHEREAS, Parks maintains a scholarship program that enables people who meet <br /> qualification criteria to participate in recreational activities at a reduced cost; and <br /> WHEREAS, authority for establishing recreational activity fees is currently bifurcated <br /> and done either by City Council or administratively; and <br /> WHEREAS, since 2004, activity fees established by City Council have represented <br /> approximately 32%of all Parks general fund program revenue; and <br /> WHEREAS, since 2004,activity fees established administratively have represented <br /> approximately 68% of all Parks general fund program revenue; and <br /> WHEREAS, City Council Resolution 5911 approved on June 20,2007, identifies the <br /> activity fees that are currently the responsibility for City Council to establish; and <br /> WHEREAS,these recreational activities fees includes pool (general admission and <br /> resident/non-resident swim passes), swim lessons,pool rentals,boat launch, facility <br /> rental, picnic shelters and Camp Patterson; and <br /> WHEREAS,all other Parks recreational activity fees are established administratively; <br /> and <br /> WHEREAS,these activities include, for example, athletic field rentals, sports camps, <br /> hiking, cross country skiing, cooking, fitness,yoga, and pre-school; and <br /> WHEREAS,the City Council adopted a Parks Strategic Plan on March 21,2007; and <br /> 1 <br />
