RESOLUTION NO. 6011 A RESOLUTION providing for the delegation of the establishment and modification of certain City of Everett Parks and Recreation Department Recreational Activity Fees and suspending Resolution No. 5911. WHEREAS, the City of Everett Parks and Recreation Department(Parks)offers a variety of recreational activities that are available to the general public to participate in throughout the calendar year; and WHEREAS,the majority of recreational activities requires a fee to be paid by a participant in order to participate in the activity; and WHEREAS, Parks maintains a scholarship program that enables people who meet qualification criteria to participate in recreational activities at a reduced cost; and WHEREAS, authority for establishing recreational activity fees is currently bifurcated and done either by City Council or administratively; and WHEREAS, since 2004, activity fees established by City Council have represented approximately 32%of all Parks general fund program revenue; and WHEREAS, since 2004,activity fees established administratively have represented approximately 68% of all Parks general fund program revenue; and WHEREAS, City Council Resolution 5911 approved on June 20,2007, identifies the activity fees that are currently the responsibility for City Council to establish; and WHEREAS,these recreational activities fees includes pool (general admission and resident/non-resident swim passes), swim lessons,pool rentals,boat launch, facility rental, picnic shelters and Camp Patterson; and WHEREAS,all other Parks recreational activity fees are established administratively; and WHEREAS,these activities include, for example, athletic field rentals, sports camps, hiking, cross country skiing, cooking, fitness,yoga, and pre-school; and WHEREAS,the City Council adopted a Parks Strategic Plan on March 21,2007; and 1
