1, <br /> RESOLUTION NO. 6028 <br /> A Resolution requesting Snohomish County Officials support <br /> contracts, commitments and agreements with the Federal Aviation <br /> Administration (FAA), the Aerospace industry and the State of <br /> Washington to preserve air capacity and air operations at Paine <br /> Field, and negotiate in good faith with air transportation providers <br /> and commercial air carriers. <br /> WHEREAS, in 1972 Snohomish County took possession of Paine Field from the <br /> Federal Government and accepted certain deed restrictions, conditions and commitments <br /> to preserve air operations without discrimination; and <br /> WHEREAS, Snohomish County has accepted over $57 million dollars in grants and <br /> funds from the FAA with terms, conditions and commitments to preserve air operations <br /> and aviation uses without discrimination; and <br /> WHEREAS, Snohomish County has entered into agreements with the aerospace <br /> industry, the Boeing Commercial Airplane Company, the State of Washington and City of <br /> Everett to preserve and protect airport and aviation uses without discrimination of service <br /> providers, and to honor FAA commitments to preserve such capacity; and <br /> WHEREAS, the aviation industry located adjacent to Paine Field is the largest <br /> concentration of aviation manufacturing in the world and the largest single industrial job <br /> center in Snohomish County and Washington State; and <br /> WHEREAS, a committee was established by Snohomish County to examine the <br /> role of aviation at Paine Field and in 2007 they determined that the County could not <br /> legally limit, discriminate or prohibit scheduled passenger air service; and <br /> WHEREAS, the Washington State Legislature has recognized the need to protect <br /> airport and aviation capacity by taking actions to adopt and amend the Growth <br /> Management Act protecting airports from encroachment and land uses that are <br /> incompatible with aviation operations and by creating the Aviation Planning Council to <br /> make recommendations on how to better plan for future aviation needs; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY <br /> COUNCIL OF THE CITY OF EVERETT THAT: <br />
