November 2, 2016 <br /> Council Member Roberts requested a copy of the rate study. <br /> Matt Welborn stated he would forward a copy of the study. <br /> President Murphy commented on the 30% increase in the surface water <br /> category, some of which is necessary to make up for costs incurred from <br /> the 2013 storm events. President Murphy asked if it were possible to <br /> issue a temporary one-time increase to replenish the fund rather than a <br /> permanent rate increase. <br /> Mr. Welborn stated a permanent increase is necessary in order to make <br /> the City's bond payments over the next 25 years. <br /> Mayor Stephanson stated the State continues to look at water quality in <br /> the Puget Sound and the impact of storm water.
