� i <br /> , <br /> ADDENDUM <br /> MITIGATED DETERMINATION OF NON-SIGNIFICANCE <br /> SEPA#04-049 <br /> Hyong Nam Ahn OfficelWarehouse Building <br /> August 37, 2006 <br /> DESCRIPTION OF ORIGINAL PROPOSAL: Issuance of Public Works and <br /> Building Permits for the proposed construction of a two (2) story o�ce/retail <br /> building with 7,488 square feet first floor and 8,112 square feet second floor in a <br /> C-1 zone. An on-site field reconnaissance was conducted and wetlands and a <br /> stream were delineated on 10 December 1998 by ATSI staff Jim Wiggins M.S., <br /> P.W.S. and Dr. Elizabeth Binney, P.W.S. A Category III stream and an <br /> associated Category III palustrine scrub-shrub seasonally flooded wedand <br /> (Everett ESA 1992)were observed on a corner of and adjacent to this parcel <br /> (Figures 2 and 3). The City of Everett requires a 50-foot buffer on Category III <br /> Wetlands and a 25-foot buffer on Category III Streams (Everett ESA 1992). The <br /> proposed project wili impact the 50-foot wetland buffer and the 25-foot stream <br /> buffer. Mitigation is proposed as buffer averaging a�d buffer enhancement. <br /> NEW PROPOSAL (Addendum) <br /> • The new building includes a three-story structure with 3.315 SF for the <br /> basement floor, 7,464 SF for the first floor and 7.912 SF for the second <br /> floor for a total building area of 18,691 SF. <br /> . Parking proposed for building now includes 33 parking stalls in the upper <br /> parking lot, two stalls along the south side of the building and 23 parking <br /> stalls in the lower parking lot. Total parking for the new site configuration <br /> includes 58 paricing stalls of which 3 are handicapped accessible. <br /> .
