FINAL WETLAND MITIGATION PLAN <br /> MUKILTEO SCHOOL DISTRICT NO. 6 CENTRAL FACILITY <br /> 1. INTRODUC770N <br /> Addition of a proposed central facility with wazehouse, and kitchen, graphics and transportafion <br /> offices and associated pazking, along with bus pazking, fueGng and washing facilides and puking <br /> for is planned for the eastern 40 percent of a 25 acre pazcel located east of the existing Sno-Isie Skill <br /> Center, west of Kasch Park Way and north of the Community Traosit Central Operation Area in the ' <br /> City of Everett, Washington; in the SW�/< of the NW'/a of Sec6on 14, Township 28 North, Range <br /> 4 East, W.M., Snohomish County, Washington (Figure 1). <br /> The September 1992 Wetlands Delineation and Conceptual Mirigaaon Plan, Mukilteo School Dissrict <br /> No. 6 Central Facility described habitat and funcaonal values of approximately 111,910 squaze feet <br /> (2.569 acres) of weflands on the subject properry, including a wefland appro�cimately 0.976 acres in <br /> size which is predominanfly located westerly off-site in the Sno-Isle Skill Center site. This <br /> previously submitted report presented a conceptual plan for compensatory mitigation in response to <br /> the proposed actual removal of approximately 8,815 squaze feet (0202 acres) of weflands due to <br /> coastruction; an addiuonal 3,540 square feet(0.081 acres) of weUands were to be retained in azeas <br /> otherwise to be set aside for assceiated 50 foot wetland buffers. <br /> Subsequent negofiations between the City and the Architect, Finley/Architecu resulted in a modified <br /> site plan which avoided impacts to all but two low-value we2lands comprising 0.095 acres. As <br /> conceptually approved by the City of Everett, for the wetlands proposed for removal, compensatory <br /> mitigation will be provided in the form of on-site creation of 0.289 acres of wedands in an area <br /> adjacent to Wedand E, southwest of the development azea. <br /> This final miugafion plan refines and elaborates on elements of the Wetlandr Delineation and <br /> Conceptual Mitigarion Plan, including a discussion of specific mitigation goais and objectives, <br /> conswction plans and specificaaons for construcaon and planting methods, construction <br /> management, performance standazds, a monitoring and contingency program and performance <br /> security. <br /> 2. WETLAND PROJECT EFFECTS AND FINAL MITLGAT70N PLAN <br /> 2.1 Introduction <br /> As a result of project construcfion, and with preliminazy approval of the City of Everett, <br /> approximately 0.095 acres of weUands will be removed. The proposed final mitigation plan refines <br /> an approved conceptual design which will create wetlands in compensauon for unavoidable losses <br /> in wetland functional value due to project construction. <br /> Mukilteo Sch.
