condiaon. A southerly small portion of Area A is separated from the northerly majority by fill
material and the hydrophydc vegetapon is similar to that found in the north, with the excluion of
Labrador tea.
In its current hydrologic condition, Wedand A provides moderate hydrologic and biologic functional
values. Iw hydrologic values aze derived principally from stormwater management func6ons
including pollutant reduction, floodflow management and streambase flow contribution poten6al and
ability. While spirea provides food and cover, attendant biologic values aze not significanUy greater
than the adjacent uplands and these values aze lazgely the result of the size of the wedand azea, rather
than the provision of any unique characteristics.
No direct impacu to Wedand A will occur as a result of construcdon. However, it will receive
controlled dischazge from the principal detention facility for the Central Facility project, followinK
wet pond and grass-lined swale pretreatment will be routed to Wedand A for enlry into the Kasch
Bog wetland system.
W tl n B
The 680 squaze foot(0.016 acre)Wedand B is a Palustrine scrub-shrub depression located adjacent
to Kasch Way which receives surface flows. Hydrophytic understory vegetadon is characterized by
Douglas' spirea, slough sedge and 1some wilows (Salix`sb`FACW- co FAC)y is dominated
by red alder (Alnus rubra, FAC), pP'°
Due iu small size, functional values aze ex7emely limited ro insignificant.
Project plans call for its removal and replacement with competent fill.
Wetland
The 0.79 acre (3,425 squaze foot)Wedand C is most likely a backwatedoverflow remnant of Area
A, although it is currently hydrologically isolated from the latter by non-hydric soils and a slight
topographic rise at ia eastern end. As a Palustrine emergent and scrub-shrub wecland, it differs from
Area A in that iu middle secaon has standing water and hycie'ophyac vegetation is a combinadon of
broad-leaf cattail (Typha latifolia, OBL), slough sedge and toad rush (Juncus bufonius, FACW+),
with Douglas' spirea, creeping buttercup (Ranunculus repens, FACV1i, pig-a-back (Tolmiea
menziesii,FAC), found at the fringes and in shallower poraons of the wedand. Pacific willow(Saliz
lasiandra, FACW+), Scouler willow (Salix scouleriana, FAC) and red alder aze the dominant
overstory within the wedand and at its fringes. The hydrologic regime ranges between standing
water 12 inches deep and saturation to within 12 inches of the surface.
Due to its small siae, this wedand has minimal functional values. Its hydrologic value is limited to
rechazge and due to underlying hardpan, rechuge potential is limited. Habitat values aze not
significanUy different from surrounding uplands. This wetland is proposed for removal.
Mukilteo Sch. Dis[. Central Facility Final Mingarion Ptan
Page 4
Lovell-Sauer(and &Associates, Inc.
