Figure 4 portrays the timeline associated with the implementafion <br /> of the Plan. <br /> 3.5.1 Detailed Monitoring <br /> Over a five yeaz period following wetland construction, vegetation, water levels and wildlife use will <br /> be monitored and provide data to judge degree to which individual components of the overall <br /> miugation plan meet the desired requirements. DocumeQtauon of the success of proposed planfings, <br /> establislunent of"volunteer" plants and observations of siltaaon will be provided by the monitoring <br /> progracn, allowing City of Everett staff and the monitoring biologist to determine the need for <br /> implementing conangency actions. <br /> A fixed baseline (Figure 4) will be established along the easterly margin of the created wetland on <br /> the northeast side of Wetland E. The ends of the baseline and angle point will be established by <br /> installa6on of steel rebaz encased in plastic pipe. At each of two random locauons along the <br /> baseline, a monitoring transect Gne will be extended at a proscribed angle to the baseline and extend <br /> across the created scrub-shrub and emergent wetland zones, through the e�cisting wetland and to the <br /> creared zone(s) on the opposite sides of the mitigation azea, if applicable. Along each of the rivo <br /> monitoring transects, two randomized permanent data plot locauons in each of the wetland zones and <br /> one reference location in the existing weUand will be established by installadon of sreel rebar encrsed <br /> in plas6c pipe. <br /> Wetland Uegetation. Data collection will be performed at each created and enhanced weUand data <br /> plot location, estimaung cover class percent cover, where applicable for tree, shrub and herb layers. <br /> At each of these locations, the following additional information will be taker.: <br /> • Survival/Mortality counts - noting signs of stress (presence of dead material or disease); <br /> � As detetmined at the end of[he annual moniroring event <br /> Z Tree and sluub cover only <br /> .
