A September, 1992 SEPA <br /> checklist for the Central Facilities Complex project made no reference to the dangerous waste <br /> management problems we identified while inspecting this site on April 23 and 28, 1992. No <br /> site ¢radine or other construction activities should take place at Uus location until an adeauate <br /> cleanuo of the hazardous waste has been demonstrated. <br /> Ecology's Toxics Cleanup Program identified potenual or suspected contamination on this <br /> site in a letter to Ms. Claudia Buxton dated Juae 1Q 1992. The Model Toxics Control Act <br /> (Chapter 70.1O5D RCW) and the implementing regulations, Chapter 173-340 WAC, outliae <br /> clean-up requirements for various hazardous pollutanr$ �n soil and g•_nuedwater. Model <br /> Toxics regulations aiso require the reportine of anv indenendeot remedial action to Ecoloev <br /> within 90 da s of its com letion. The enclosed draft "Guidance on Prepazing Independent <br /> Remedial Action Reports" describes the type of clean-up documentation desired. <br /> Ecology's Hazardous Waste and Toxics Reduction Program required cleanup acuans to <br /> correct ehe improper management of hazardous waste in outside areas of the site freference: <br /> WAC 173-303-145]. It was a critical long-term item brought up with Claudia Buxton in the <br /> closing meeting of our April 23 and 28, 1992 visits. We ouUined some basic first needs in a <br /> letter to Ms. Buxton on May 8, 1992. The specific need for a detailed cleanup repoR to <br /> document all activiry was discussed by phone on June 5, 1992 with Envirotecti, �he School <br /> DistricYs clean-up contractor, and with Mc Les Wilkiason on both June 5 and Juce 18, <br /> 1992. <br /> :_�.�e <br />
