' Project: Water Filtration Plant Programmed Logic <br /> ° Controllers Replacement Project <br /> Change Order No. 1 <br /> Change Order Effective Date: November 14, 2016 <br /> New item#025—Suspension Overhead Costs, in the lump sum amount of$24,834.27. <br /> The total increase cost to the contract as a result of adding the above five (5) new items comes to <br /> $299,512.32. <br /> JUSTIFICATION:" <br /> Item#021 —Additional Uninterruptible Power Supply Capacity. Operational testing of existing <br /> UPS system proved inadequate to support PLC operations during utility power loss events. Additional <br /> UPS capacity is required to provide a minimum of two hours PLC run time. <br /> Item#022—Programming Services. This change request is that the City of Everett Utilities <br /> Department Water Filtration Plant staff will have the ability to monitor network communication health <br /> for all PLCs, VFDs, and Ethernet Switch status. Cost also includes configuring Ethernet topology from <br /> a backbone interface system to a ring topology for increased system reliability. <br /> Item#023—Additional Labor Cost Impacts. Additional 1,065 hours of labor cost for unanticipated <br /> electrical engineering field changes performed by the contractor to mitigate negative impacts to Plant <br /> operations. <br /> Item#024—Additional Rental of Temporary Facilities and Equipment. The additional costs are a <br /> result in the project requiring an additional 520 day to complete. Project delays were due to extra time <br /> required to minimize project impact on Plant operations. The delay includes two project shutdowns for <br /> a total of 255 days when demand for water production prevented project work to be performed. <br /> Item#025 - Suspension Overhead Costs. The additional costs are a result in the project requiring an <br /> additional 520 day to complete. Contract section 12.4.3.1.1 provides compensation to the contractor in <br /> the event of contract suspension for issues not related to contractor performance. This cost includes <br /> additional insurance and bonding. <br /> CONTRACT TIME: <br /> By this Change Order#1 the new agreed date for Completion of the work on the Water Filtration Plant <br /> Programmed Logic Controllers Replacement Project will be April 15th, 2017. <br /> Page 4 of 4 <br />
