Stay out of Drug Areas <br /> Declaration of Daniel M. Rabelos <br /> December 2007 <br /> I Daniel M. Rabelos, certify (or declare) under penalty of perjury under the laws <br /> of the state of Washington that the following is true and correct: <br /> 1. I am the Everett Police Department's narcotics canine handler and have <br /> been the department's narcotics canine handler since August of 2004. <br /> 2. I have been a police officer with the City of Everett for eight years. For <br /> five of the eight years I worked patrol and spent a lot of time focusing on <br /> narcotics activity. This led me to my current position as the narcotics <br /> canine handler. As the narcotics canine handler I am assigned to the <br /> Anti-Crime team, which has a primary role of focusing on areas of high <br /> crime. During my time as the narcotics canine handler I have received <br /> basic and advanced training in recognition, use, sale and distribution of <br /> narcotics. I have received over 300 hours of training in this area. This <br /> training has been sponsored by the Washington State Criminal Justice <br /> Training Commission, DEA, and other local and federal agencies. I have <br /> also been involved with hundreds of narcotics related arrests. <br /> 3. As a member of the Anti-Crime team and narcotics canine handler I have <br /> worked the entire city. Our assignment is to focus on the problem areas <br /> and attempt to eliminate or reduce drug related crimes proactively. <br /> 4. During my career as the narcotics canine handler I have been detailed to <br /> work several areas of high narcotics activity and have knowledge about <br /> them from my experience and from information provided to me from <br /> other officers. <br /> 5. The purpose of this Declaration is to provide information on active <br /> S.O.D.A. areas, specifically whether they are still areas of issue or have <br /> changed, and also to provide information on other areas that, in my <br /> opinion, based upon my training and experience, should be included as <br /> S.O.D.A areas. <br /> 6. The area from N. Broadway 700 to 1100 block and two blocks either side. <br /> This is an area that I believe should be retained for at least the next two <br /> years. Statistics show that there has been an increase in arrests between <br /> 2005 and 2006. Although I believe there have been changes in this area <br /> that have and will continue to decrease the narcotics activity, including <br /> the closing of the Topper Motel, decreased business at the Royal Motel, <br /> SODA areas declaration Page 1 of 4 <br /> Officer Rabelos <br /> December 2007 <br />
