RESOLUTION NO. 5952 <br /> A RESOLUTION of the City of Everett in support of Proposition 1, <br /> the "Roads and Transit" measure on the November 2007 ballot. <br /> WHEREAS,the Washington State Blue Ribbon Commission on Transportation of 2000 <br /> concluded that rapidly increasing traffic congestion in the Central Puget Sound was <br /> costing the region more than $2 billion annually and negatively impacting the economy, <br /> the environment, and our quality of life; and <br /> WHEREAS,the 2006 Regional Transportation Commission further noted that: <br /> • The region grew 42 percent between the years 1980 and 2000 while vehicle <br /> miles traveled increased 88 percent; <br /> • Drivers experience an average of 285,000 hours of delay each day, 45,000 of <br /> which represent freight and trucking slowdowns; <br /> • A driver who would have experienced 16 hours of delay in 1982 sat through 47 <br /> hours of annual delay in 2003; <br /> • Overall the region faces at least a$54.1 billion deficit between needed <br /> transportation investments and available transportation revenues; and <br /> WHEREAS,transportation is directly connected to the region's economic well-being <br /> with very specific impacts on rail and truck freight movement, commercial and industrial <br /> distribution networks,ports, and commuters; and <br /> WHEREAS, for the City of Everett, the service level of Interstate 5, the efficiency of the <br /> U.S. Highway 2 trestle, the availability of transit options, and the overall transportation <br /> network has a dramatic impact on the city's ability to grow, prosper,protect its quality of <br /> life, and meet its land-use and planning obligations; and <br /> WHEREAS,the City directly benefits from investments in transportation and transit, <br /> particularly connecting major employment, service, entertainment and transportation <br /> centers with the rest of the region; and <br /> WHEREAS,the Legislature reflected the belief that a comprehensive investment in <br /> transportation requires a balance of roads and transit working together side by side; and <br /> WHEREAS,the Regional Transportation Investment District and Sound Transit have <br /> assembled a package that addresses key highway corridors, traffic choke points, safety, <br /> freight mobility, an extended light-rail network, and other multi-modal solutions; and <br />
