Exhibit "A"
Scope of Services, Time of Performance, Budget,
Payment, Notices, and Representatives
I. Scope of Service
A. Activities/Project Description
The Subgrantee will be responsible for administering the Extended Hours program in a manner
satisfactory to the City and consistent with any standards required as a condition of providing these
funds. Such program will include the following activities eligible under the Community Development
Block Grant Program:
Program Delivery
Activity:
[Complete description of activity to be undertaken including what projects, products or services are to
be performed, where they are to be provided, for whom they are to be provided, how they are to be
provided]
Sharing Wheels "connects unused bikes with people who need wheels." Why bicycles? Bicycles
are transportation, freedom, recreation, responsibility, health, joy —for children and adults. For
many homeless and low income people, bicycles are the affordable way to get to work, services,
shelter, and transit connections. Sharing Wheels provides free access to repair space and tools,
sells low cost used bicycles that have been refurbished by our volunteers, donates children's
bicycles to Christmas House annually, and hosts a children's bicycle swap once a year.
Our location near downtown Everett provides good access to low income people in nearby public
housing, motels, and homeless shelters. We are also close to transit and draw customers and
volunteers from greater Everett and Snohomish County. As a community bike shop, Sharing
Wheels provides a safe place where people can help themselves —using our specialized tools to fix
their own flat tire, for instance. Unlike many community bike shops in the region, Sharing Wheels
does not charge individuals to use our space and tools. Our experienced volunteers offer free
advice and assistance, and we also offer mechanics classes for a small fee.
With project funds, Sharing Wheels will employ one or more Mechanic & Customer Service
Representatives to expand shop hours by approximately 9 hours per week on average over the term
of the grant, including regular weekend and evening hours.
General Administration
[Add description of general administrative services to be performed in support of activities noted
above]
Administrative support for this project will necessarily require opening and closing the shop. Our
Mechanic & Customer Service Representative will likely need 30 to 60 minutes a day in addition to
the actual hours the shop is open to the public to complete the administrative necessities. In addition,
A-1
