1. Project Description The Washington State University North Puget Sound at Everett (WSU NPSE) Gravel Parking Lots project is the construction of two temporary gravel parking lots to help mitigate for some of the displaced parking that results from the WSU development on the Everett Community College (EvCC) campus. The project is comprised of two noncontiguous sites called the Big J's Site and the Index Site. The Big J's Site is located on N Broadway between the Subway Sandwich Shop and a trailer park (parcel number 29051700200600) and has a total site area of 31,408 sf. The Index Site is located on the EvCC campus at the former Index Hall location to the west of Shuksan Hall and has an area of 35,111 sf. The projects are in separate drainage basins and will be analyzed separately for stormwater mitigation requirements. The project locations are identified in the Figure 1-1 below. The gravel parking lots are a temporary condition. After the 2015-2016 school year, the Big J's site and the adjacent parcel to the east will be developed into an asphalt parking lot. The asphalt parking lot will be permitted at a later date. The nature of future development of the Index Site is unknown at this time but the use of the site for parking will be temporary.
