Stormwater Pollution Prevention Plan <br />1.0 Introduction <br />This Stormwater Pollution Prevention Plan (SWPPP) has been prepared as part of the City of <br />Everett requirements for the Washington State University North Puget Sound at Everett (WSU <br />NPSE) construction project on the Everett Community College (EvCC) campus at 851 North <br />Broadway in Everett, Washington. A site vicinity map is included in Appendix A. The project <br />generally includes construction of a new building and two new temporary gravel parking lots on <br />three non-contiguous sites within the campus. Construction activities on each site will <br />independent of other construction activities on the campus but may be concurrent. Each project <br />site discharges to a combined sewer system, therefore an NPDES permit is not required for this <br />project. A description of activities for each site is below: <br />Building Site <br />The building site is a 1.87 acre lot bounded by North Broadway to the northwest, Tower Street to <br />the northeast, and adjacent parking areas to the southwest and southeast. The proposed <br />development consists of the construction of a new building, sidewalk, utility and storm drainage <br />infrastructure, landscaping, and adjacent parking. The project also includes a new curb <br />alignment at the intersection of Tower Street and North Broadway. <br />Big J's Site <br />The Big J's site is a 0.69 acre lot bounded by North Broadway to the northwest, a retail building <br />and parking to the southwest, an existing parking lot to the south, and a trailer park to the east <br />and north. The proposed development consists of construction of a gravel parking lot with <br />associated grading and storm drainage improvements, including a stormwater detention pond. <br />Index Site <br />The Index Site is a 0.81 acre portion of the EvCC campus located on the site of the former Index <br />Hall buildings that were recently demolished. The construction site is bound by the remaining <br />Index Hall building to the west, parking lots to the north and south, and Shuksan Hall to the east. <br />The proposed development consists of construction of a gravel parking lot with associated <br />grading and storm drainage improvements. <br />Construction activities will include demolition, excavation, grading, installation of onsite <br />services/utilities, gravel, concrete and asphalt paving, landscaping, and construction of a four <br />story building and basement. The purpose of this SWPPP is to describe the proposed <br />construction activities and all the temporary and permanent erosion and sediment control (TESC) <br />measures, pollution prevention measures, inspection/monitoring activities, and recordkeeping <br />that will be implemented during the proposed construction project. The objectives of the <br />SWPPP are to: <br />Implement Best Management Practices (BMPs) to prevent erosion and sedimentation, <br />and to identify, reduce, eliminate or prevent stormwatcr contamination and water <br />pollution from construction activity. <br />
