.� ��(Z`CGC ��lrrv� v I I � Cc � �!� S cf- �j �v�l,� 51. -.,� <br />BUILDING ENCLOSURE SUBMITTAL CHECKLIST <br />FOR NEW OR TENANT IMPROVEMENTS TO MIXED-USE, MULTI-FAMILY OR TOWNHOUSE BUILDINGS <br />EXEMPT BUILDINGS: Hotels, motels, dormitories, care facilities, floating homes, mixed-use buildings <br />with maximum of two residential attached dwelling units or less, duplexes, and townhouses (as defined by <br />the IRC) where each unit is on a single platted lot (approved and recorded zero lot line subdivisions). <br />PERMIT AND CERTIFICATE OF OCCUPANCY SUBMITTAL REQUIREMENTS <br />1. A letter from the applicant certifying that the cost of the construction work on the <br />building enclosure is equal to or less than 5% of the assessed building value*, in <br />addition to the building permit application and two sets of construction plans; or, <br />2. A certified recorded copy of the "Sale Prohibition Covenant" per RCW 64.55 in addition <br />to the building permit application and two sets of construction plans; or, <br />3. Two complete sets of construction plans (per the building permit application submittal <br />for `New Commercial and Multi-Family', `Tenant Improvement', or `Residential' which <br />meet WA State RCW 64.55 requirements for building enclosure certifications; <br />Maximum size of plan sets: 42" long, 30" wide (bound edge), 5/8" thick. All pages in a <br />plan set shall be uniformly sized <br />4. Completed Permit Application; <br />5. Plan check fee as applicable; and, <br />6. REQUIRED PRIOR TO ISSUING A BUILDING PERMIT <br />A. The building enclosure design documents submitted for permit should include details and <br />specifications to protect the building or its components from water or moisture intrusion, <br />including details of flashing, intersections at roof, eaves or parapets, means of drainage, <br />water-resistive membrane, and details around openings. These documents should be <br />submitted prior to the start of new construction or rehabilitative construction. <br />B. Building enclosure design documents must contain a stamped statement by the Washington <br />State licensed architect or engineer in substantially the following form: "The undersigned has <br />provided building enclosure documents that in my professional judgment are appropriate to <br />satisfy the requirements of RCW 64.55.005 through 64.55.090." <br />REQUIRED PRIOR TO SCHEDULING FINAL INSPECTION <br />A. A qualified inspector (a special inspector retained by the owner at their cost) shall prepare and <br />submit a signed letter certifying to the City of Everett Building Department Building <br />Official that the building enclosure has been inspected during the course of construction or <br />rehabilitative construction and that it has been constructed in substantial compliance with the <br />submitted building enclosure design documents. <br />APPLICABLE CODES AND REFERENCES <br />� Chapter 64.55 RCW Construction Defect Disputes-Multiunit Residential Buildings, effective date <br />8/01/2005.
