development, this area provides minimal protection to the adjacent stream and a low <br />level of value for all functions. <br />Assessment — Post Mitigation <br />The applicant is proposing to remove from the on-site sensitive areas, twenty-five red <br />alder that have been deemed hazardous by an arborist. Please refer to the Villas at <br />G/enwood Terrace Tree Risk Assessment prepared by Robert W. Williams and <br />Associates Consulting Arborists and dated October 2, 2011. The twenty-five trees <br />proposed to be removed are in addition to the five that were cut without the benefit of a <br />permit. Given the age and condition of the red alder to be removed, many of these trees <br />will likely fall or die and naturally become snags at some point in the near future. <br />Removing the selected trees and leaving the wood in place will mimic natural processes <br />and will retain the large woody debris on-site. Removing the selected trees in the <br />prescribed manner will also maintain the existing canopy and allow the natural <br />successional process to continue, while at the same time avoiding injuries to residents <br />or damage to property resulting from falling trees. Planting replacement species will <br />help mitigate for temporal impacts as well as increase species diversity in the area. <br />While removing the selected trees will affect the individual trees, they will continue to <br />provide ecological value in the form of snags or downed, large woody debris. Overall, <br />the proposed action will maintain the existing functions and values provided by this site. <br />The applicant is proposing to clear the sapling red alder from the steep slope and <br />stream buffer area behind Units L, M, N, and O and to replant with a mix of low growing <br />native shrubs. This will maintain or improve the level of functions provided by this area <br />while at the same time avoiding potential future hazard trees. After the area is restored <br />it will have a greater diversity of species that are beneficial for wildlife and serve to <br />stabilize the slope. Ongoing maintenance will occur within this area to prevent alder <br />from re-establishing. <br />BUFFER RESTORATION AND TREE MITIGATION PLAN <br />As mitigation for the five red alders that were removed without a permit, the applicant is <br />proposing to plant fifteen two-gallon trees throughout the wetland and buffer areas of <br />Tract 998. This will provide a three to one (3:1) tree replacement to impact ratio as <br />required by code enforcement. As mitigation for the twenty-five trees that will be <br />removed under a permit, the applicant is proposing to plant fifty two-gallon trees <br />throughout the wetland and buffer areas of Tract 998. This will provide a two to one <br />(2:1) tree replacement to impact ratio as required by code enforcement. <br />The following list of sixty-five two-gallon trees will be installed in Tract 998. The <br />hemlock and serviceberry should be planted in the drier buffer areas.
