17. Venue and Applicable Law. It is agreed that venue for any lawsuit arising out of this <br /> Agreement shall be Snohomish County. The law of the State of Washington shall apply <br /> to all controversies arising out of or relating to this Agreement. <br /> 18. Relationship. Nothing contained in this Agreement shall establish an employee-employer <br /> relationship between the City and Underwater Sports or its employees, subcontractors or <br /> independent contractors. Underwater Sports shall be solely responsible and shall <br /> assume exclusive liability for the actions, conduct, supervision and instruction of its <br /> students, instructors, and any other Underwater Sports employee, subcontractor or <br /> independent contractors. <br /> 19.
