RESOLUTION NO. 5843 <br /> a <br /> A RESOLUTION Declaring an Emergency for Protective <br /> Measures for the No. 5 Water Transmission Line and Puget <br /> Sound Energy Facilities within the Dikes of former Diking `.fir <br /> District No. 6 (Sec. 3, TN 28 R5E WM, Snohomish County, <br /> WA) <br /> WHEREAS,the city of Everett owns and operates the No. 5 Water Transmission <br /> Line ("Line")which crosses Ebey Slough and the Snohomish River; and <br /> WHEREAS, the average flow of potable water through this Line exceeds 30 <br /> million gallons per day and is a significant portion of the water supplied to its over <br /> 480,000 residential and business customers in Everett and other cities and unincorporated <br /> Snohomish County; and <br /> WHEREAS, Puget Sound Energy, Inc., which owns and operates regional <br /> electrical transmission facilities "P.S.E. Facilities" adjacent to the City's Line east of <br /> Ebey Slough, is willing to participate in funding to protect P.S.E Facilities; and <br /> WHEREAS, Snohomish County which owns, operates and maintains road <br /> facilities, hereafter referred to as "County Facilities," within the former Drainage District <br /> #6 Dikes and is willing to participate in funding to protect County Facilities; and <br /> WHEREAS, Dikes on the edge of Ebey Slough in the vicinity of the former <br /> Diking District No. 6 are failing, due to recent flood conditions, and causing the support <br /> structures for the Line and P.S.E. Facilities and for the Line itself to be under water; and <br /> WHEREAS, failure of P.S.E. Facilities may result in power disruption and <br /> failure of the Line would likely result in disruption and reduction of the water supply, <br /> affecting health, sanitation, and fire suppression, as well as likely discharge of <br /> chlorinated water into Ebey Slough, negatively affecting the Slough environment; <br /> NOW, THEREFORE,BE IT RESOLVED BY THE EVERETT CITY <br /> COUNCIL that: <br /> 1. Emergency Declared. <br /> An emergency is declared based on the short term and long term consequences to <br /> the city of Everett Water Supply System of failing Dikes on the east side of Ebey Slough <br /> in Section 3, TN 28 R5E, WM, Snohomish County, Washington. <br /> 2. Mayor Authorized to Seek Funds. <br /> The Mayor, or his designee, are authorized and directed to seek and accept <br /> federal, state, county and P.S.E. assistance in all phases necessary to address and <br /> 1 <br />
