This is a
general summary of building code issues only and is not meant to and does not provide an inclusive list
of all city code violations at this address. There is unpermitted, uninspected and unapproved worl<
evident throughout the structure which is outlined in greater detail below. Building, Plumbing,
Mechanical and Electrical Permits will need to be secured to correct the unpermitted work. The
inspection process required by the permits will provide a greater lool< at the structure and allow you to
correct any other code issues that may arise at the time of permit inspections.
Occupancy
The building is established as a single family dwelling, R-3 Occupancy per the permit history. Per the
City's building codes, the building is currently being used as a congregate dwelling which is also an R-3
Occupancy - provided the inhabitants do not exceed 10 transient or 16 non-transient persons. The
current number of inhabitants is generally 32 people (transient and non-transient) as reported by W.B.
Housing Association. The number of persons in the structure exceeds that which is permitted to be
within a R-3 congregate dwelling and must be classified under a different occupancy depending on the
transient status — either R-1 or R-2. A change to either of these occupancies from R-3 requires a new
Certificate of Occupancy and corresponding revisions to the structure based on current code
requirements (to inciude a sprinl<ler system, shaft protection and other fire-resistive and means of
egress changes).
Sleeping Rooms (all levels)
1. Snohomish county records indicate that the singie family dwelling has 6 sleeping rooms. The
1976 Polic directory shows 6 apartments each with one tenant, the 1956 Poll< shows 4
apartments, each with one tenant. The structure now has 17 sleeping rooms — 5 on the first
floor, 7 on the second floor and 5 in the attic. There are no permit records establishing any
number of original sleeping rooms however the building division recognized the presence of an
apartment house in 1961 and 6-rooms in 1973. The historical presence of 6 sieeping rooms
within the building is therefore accepted.
2. Beginning with the 1970 Uniform 6uilding Code, each sleeping room is required to be provided
with an emergency egress window or door. Eleven sleeping rooms have been added since (at
least) 1970 and all eleven added sleeping rooms require an emergency egress window or door
to comply with the cocle at the time of room creation, or at least the 1970 code. (3ased on that
standard, none of the windows in the 5 attic sleeping rooms comply as emergency egress
CITY OF EVERETT• 3200 Cedar Street • Everett, WA 98201 •(425) 257-8200 • Fax (425) 257-8856 1/C
J
