Viol��ions & EMC Sec�ions <br />Inspection of fihe property reveals the following conditions and violations: <br />An inspection of the property on Aprif 20, 2015 revealed five unrelated adults are <br />living in the single family residence. The Snohamish County Auditar prope�-ty <br />summary describes the structure as a singfe fami(y residence, one story structure <br />with an unfinis��d basement, with Four bedroams and one and a half ba�hroams. <br />The inspection revealed the structure now contains 7 bedrooms, the attic and <br />basement area are finished spaces and a secand kitchen has been added in the <br />basemenfi. Statements from neighbors repart other major renovation including fhe <br />moving of interior stairways. Whi(e some permifis were issued and approved in year <br />7_013, the alteration far exceeds the scope of these permits. <br />A. The {ack of permits for the alierations to the struc�ures is a viafatian of <br />International IResidentiat Cade (IRC) Ri05.�. which reads: <br />IRC R105.I Reguired, <br />Any owner or authorized agent who intertds to construct, enlarge, alter, <br />repair, mo ve, demolish or change the occupancy of a building or sfrucf ure, <br />or fo erect, install, ertlarge, al(�er, repair, remov�, converi� or replace any <br />e%trical, gas, mechanical or plumbing system, the installation of which is <br />regulated by this code, or t�o cause any such work fo be done, shall frrsf <br />make application to the building official and obtain the reguired permit <br />B, The �rtpermitted aiteration renders the struc�ure uniawful as d�fined by the <br />Interna�ional Property Maintenance Code (�PMC) 108.1.4 in violation of <br />YPMC 1Q6.i which read: <br />IPMC 108.1. 4 Un/a wfu/ struciure, <br />An unlawful sfrucfure is one found in whole or in par[� to be occupied by <br />more persons than permitfed under t�his code, or was erected, altered or <br />occupied contrary to law. <br />IPMC 10Fi, Z Un/awfu/ ac�s, <br />It shal/ be unlawful for a person, Frm or corporation to be in conf/ict wifh or <br />in vrola�ion of any of the provisions of fhis code. <br />C. The current use of the residentia[ structure is consistent with that of a rooming <br />house. Rooming hauses are prohibited in R-I zones, as indicated in Table 5.i <br />within EMC 19.5.
