DESIGN AND CONSTRUCTION STANDARDS <br />AND <br />SPECIFICATIONS <br />SECTION 2 <br />SMALL PARCEL EROSION AND SEDIMENT CONTROL <br />2-1 GENERAL <br />This section of the Standards covers erosion and sedi ment control for sm all parcels, where land alteration <br />activities will disturb less than one acre of land. Project s which will disturb one acre of land or m ore must <br />refer to the City of Everett's Stormwater Management Manual for large parcel erosion and sediment control <br />requirements. <br />Land alteration activities are those activities which ar e com monly ref erred to as clearing (the act of <br />vegetation rem oval from the land surface, often referre d to as land clearing); grubbingg (the act of root <br />vegetation removal from beneath the surface of the ear th, usually in conjunction with clearing); excavation <br />(the mechanical removal of earth m aterial); filling (deposition of earth m aterial placed by artificial m eans); <br />grading (excavation of f illing or com bination t er eof); and stockpiling (tem porary deposition of earth <br />material placed by artificial means). <br />2-2 SMALL PARCEL EROSION AND SEDIMENT CONTROL <br />2-2.1 SMALL PARCEL EROSION AND SEDIMENT CONTROL PLANS (SPESCP) <br />A SPESCP illustrates the Best Managem ent Practices (BMPs) and strategies f or controlling erosion and <br />sediment on a sm all parcel during construction. The applicant developing a sm all parcel shall subm it two <br />copies of a site improvement and drainage plan on 8 1/2" by 11" paper showing the following: <br />- Name, address, and phone number of owner or contact person. <br />- North arrow, lot number and plat, address, date, and street name fronting structure. <br />- Footprint of all proposed structures and any existing structures on the site. <br />- Location of any environmentally sensitive areas (as identified in the City of Everett Zoning Code) on <br />or immediately adjacent to the site, including st reams, wetlands, steep slopes, and their required <br />buffers. <br />- Arrows or topographical contours showing the slope of the site. <br />- Methods to convey runoff away from the proposed structures and construction activity. <br />- Proposed location and erosion protection of excavated basement soil stockpiles (if applicable). <br />- Methods to stabilize disturbed areas of the site a rid to protect adjacent properties and/or streets from <br />sediment (these m ethods m ay include plan tic covering, m ulching, seeding, planting, sodding, <br />vegetative buffer strips, sediment barriers or filter fences, and dikes). <br />- A construction vehicle access (lim ited to one route, whenever possible) using gravel or crushed rock <br />applied to the driveway area, with truck traffic restricted to this one route. <br />- A note calling for periodic street cleaning to remove any sediment tracked off the site. <br />- A note calling for routine inspection and to aintenance of all installed erosion and sedim ent control <br />BMPs, especially after storms. <br />- A note calling for appropriate m easures to be take n to stop sedim ents from entering waterways if the <br />proposed BMPs fail. <br />STANDARDS 2-1 <br />P11 <br />
