Ms. Walker: <br /> RE: Pre-disaster Mitigation Competitive Grant Program(PDMC) FY 2015 <br /> DHS-FEMA award number: EMS-2016-PC0005 <br /> Award of sub-grants <br /> The award funding paperwork has been transmitted through eGrants. The performance period for this <br /> grant begins May 29,2015 and ends October 30,2018.The performance periods for the approved sub- <br /> grants are identified in the above matrix. <br /> Grant management regulations provide for a liquidation period of 90 days immediately following the end <br /> of the award performance period. The performance period for award EMS-2016-PC-0005 ends October <br /> 30,2018. The state has until January 29,2019 to complete administrative actions,make final payment <br /> requests,and submit final reports in accordance with 2 CFR 200. <br /> PDMC-PL-IO-WA-2015-002/Kittitas County—Hazard Mitigation Plan Update <br /> PDMC-PL-I O-WA-2015-004/City of Everett—Hazard Mitigation Plan Update <br /> These planning projects have been approved compliant with the National Environmental Policy Act <br /> (NEPA).A copy of the Programmatic Categorical Exclusion for Studies, Plans,Regulations and <br /> Guidance is enclosed. Sub-grant approval is subject to the following conditions: <br /> • No regulatory changes can affect the physical environment <br /> • No funding can be used for implementation of actions identified in a plan or study <br /> PDMC-MC-IO-WA-2015-010/WMD-EMD—Management Costs <br /> This management subaward has been approved as compliant with the National Environmental Policy Act <br /> (NEPA). A copy of the Programmatic Categorical Exclusion for Administrative Actions is enclosed.This <br /> subaward approval is subject to the following conditions: <br /> • Actions are limited to administrative activities. <br /> The management and administration of the sub-grants in completing approved scopes of work must also <br /> comply with the Standard Administrative Provisions Hazard Mitigation Assistance Grants(HMA),the <br /> Grant Agreement Articles,the FY16 DHS-Standard Terms&Conditions,and the terms and conditions <br /> provided on the back of the FEMA-Form 76-10A, Obligating Document for Awards/Amendments <br /> attached to this letter. <br /> If you have any programmatic questions,please contact Steven Randolph at(425)487-4671.
