• <br /> Back of FEMA Form 76-10A <br /> WASHINGTON MILITARY DEPARTMENT,EMERGENCY MANAGEMENT DIVISION(WMD- <br /> EMD) <br /> PRE-DISASTER MITIGATION COMPETITIVE GRANT PROGRAM(PDMC) <br /> FY2015 GRANT--EMS-2016-PC-0005,AWARD <br /> 7. For sub-grants authorized to purchase property and equipment,Tangible Personal <br /> Property Reports(SF 428)and Real Property Status Reports(SF 429) are required during <br /> and after this award for equipment and property acquired, in whole or in part,with <br /> federal funds provided by this award. <br /> Equipment means tangible,non-expendable,personal property having a useful life of <br /> more than one year and an acquisition cost of$5,000 or more per unit. A grantee may <br /> use its own definition of equipment provide that such definition would at least include <br /> all the equipment defined above. <br /> Real property means land, including land improvements,structures and <br /> appurtenances thereto, excluding movable machinery and equipment <br /> 8. As a pass-through entity, the WMD-EMD shall: <br /> a. Ensure the sub-grant agreement with the sub-grantee includes the clauses required <br /> by Federal statute and executive orders and their implementing regulations <br /> b. Ensure the subgrantee is aware of requirements imposed upon them by Federal <br /> statute and regulation <br /> c. Ensure the sub-grant includes a provision for compliance with 2 CFR 200 <br /> d. Conform any advances of funds made to the subgrantee to the same standards of <br /> timing and amount that apply to the cash advances by Federal agencies <br /> e. Manage the day-to-day operations of the sub-grant support activities <br /> f. Monitor sub-grant activities to assure compliance with applicable federal <br /> requirements and that sub-grant performance goals are being achieved <br /> 9. The Standard Administrative Provisions Hazard Mitigation Assistance Grants(HMA),the Grant <br /> Agreement Articles,the Programmatic Categorical Exclusion for Studies,Plans, <br /> Regulations and Guidance,the Programmatic Categorical Exclusion for Administrative <br /> Actions,the DHS—FY 16 Standard Terms & Conditions, and the terms and conditions <br /> accompanying this FEMA-Form 76-10A are incorporated into the binding agreement for <br /> this award and any sub-award.
