Plans(or updates)include those prepared per the Disaster Mitigation Act of 2000 and identify community haaards <br /> and vulnerabilities;and outline preparedness,response,recovery,and mitigation measures to eliminate or reduce disaster <br /> damage and associated costs. Studies may evaluate specific hazards and infrastructure vulnerabilities. The purpose of this <br /> Programmatic Categorical Exclusion(PCE)is to streamline the process for compliance with NEPA for such actions. <br /> Action Description: Activities meet the Categorical Exclusion definitions of 44 CFR Part I 0.8(d)(2)(ii)"preparation, <br /> revision,and adoption of regulations,directives,manuals,and other guidance documents related to actions that qualify for a <br /> categorical exclusion;and 44 CFR Part 10.8(d)(2)(iii)"studies that involve no commitment of resources other than <br /> manpower and funding"and may include but not be limited to: <br /> -drafting preparedness,response,recovery,or hazard -development of infrastructure inventories <br /> mitigation plans -preparing appraisals <br /> -development of geographic information or systems -drafting regulations <br /> -conducting feasibility studies -preparation of outreach and guidance materials <br /> This PCE does not include project specific architectural and engineering plans or studies associated with phased FEMA <br /> grant-funded projects. <br /> Conditions:The actions qualifying for this PCE must meet the following conditions: <br /> -No regulatory changes can affect the physical environment; <br /> -No funding can be used for implementation of actions identified in a plan or study. <br /> Conclusion: It has been determined that above listed action qualifies for this PCE,has no Extraordinary <br /> Circumstances per 44 CFR Part I 0.8(d)(3),and that it would have no effect on natural resources or the human <br /> environment. Work may proceed if otherwise eligible and approved by the Program. Any change to the approved <br /> scope of work will require re-evaluation for compliance with the NEPA. Non-compliance with this requirement may <br /> jeopardize receipt of funds. <br /> Documentation:For each project this PCE is applied to,the Program Specialist must certify that the project is <br /> consistent with the criteria outlined above.
