(22) "Site" shall mean the area defined by the legal boundaries of a parcel or parcels of land that <br /> is (are) _subject to new development or redevelopment. For road projects, the length of the <br /> project and the right-of-way boundaries define the site. <br /> (23) "Stormwater Management Manual" shall mean the manual of technical and administrative <br /> procedures established by the City Engineer which delineates methods to be used, the level <br /> of analysis required, and other details for implementation of the provisions of this <br /> ordinance. <br /> (24) "Stormwater Site Plan" shall mean the comprehensive report containing all of the technical <br /> information and analysis necessary for the City to evaluate a proposed new development or <br /> redevelopment for compliance stormwater requirements. <br /> (25) "Subject Property" shall mean the tract of land which is the subject of the peiinit and/or <br /> approval action, as defined by the full legal description of all parcels involved in the <br /> proposed development. <br /> (26) "Threshold Discharge Area" shall mean an onsite area draining to a single natural discharge <br /> location or multiple natural discharge locations that combine within one-quarter mile <br /> downstream(as determined by the shortest flowpath). <br /> is hereby amended to read as follows: <br /> (1) "Basin Plan" refers to a detailed analysis for each drainage basin which compares the <br /> capabilities and needs for runoff accommodation due to various combinations of <br /> development, land use, structural and non-structural management alternates. The plan <br /> recommends the form, location and extent of quantity and quality control measures which <br /> optimally would meet the legal constraints, water quality standards, and community <br /> standards, as well as identifying the institutional and funding requirement for plan <br /> implementation. <br />
