B. For contracts estimated to cost more than two million dollars ($2,000,000.00) for the <br />construction, remodeling, or renovation of City buildings that are awarded from <br />January 1, 2003 through December 31, 2003, fifteen percent (15%) of total labor <br />hours; and <br />C. For contracts estimated to cost more than one million dollars ($1,000,000.00) for the <br />construction, remodeling, or renovation of City buildings that are awarded on or after <br />January 1, 2004, fifteen percent (15%) of total labor hours. <br />2. These requirements may be modified for a specific project for the following reasons: <br />A. A lack of availability of apprentices; <br />B. A disproportionately high ratio of material costs to labor hours, which does not make <br />feasible the required minimum levels of apprentice participation; <br />C. Participating contractors have demonstrated a good faith effort to comply with the <br />requirements of this resolution; or <br />D. Other criteria deemed appropriate. <br />B. The Mayor is authorized to form a study group to discuss the use of apprenticeship <br />requirements on other projects. The Mayor is further authorized to invite the participation in the <br />study group of the Snohomish County Labor Council, Associated General Contractors, the <br />Associated Builders and Contractors, and such other individuals and representatives of groups, <br />state and local governments, trade unions and companies as the Mayor deems appropriate. <br />Council Member Introducing Resolution <br />Passed and approved this _ day of 72003. <br />Council President <br />PROPOSED BY: <br />Mayor Frank E.
