Account Number(s): Utility Fund 401 Amount Budgeted $0 Additional Required $ -0- SUMMARY STATEMENT: The City of Everett is required by the Clean Water Act to submit an NPDES Phase II Permit Application to the Department of Ecology no later than March 10, 2003. The permit application must demonstrate how the City of Everett will comply with the Environmental Protection Agency's six minimum measures for our stormwater discharges outside the combined sewer area. These six minimum measures are: 1) Public Education and Outreach, 2)Public Involvement/Participation, 3) Illicit Discharge Detection and Elimination, 4) Construction Site Runoff Control, 5) Post-Construction Storm Water Management and 6)Pollution Prevention/Good Housekeeping for Municipal Operations. The Parks Department, Engineering and Public Services and Utilities jointly prepared the attached application as the city's program to meet the six minimum measures. Other than nominal administration costs, the only increase will be approximately$10,000 per year the first year for the Parks Department to implement minimum measure 6 and approximately$1,000 per year thereafter. RECOMMENDATION (Exact action requested of Council): Authorize the Mayor to Sign a Washington State Department of Ecology NPDES Phase II permit application for the discharge of Everett's stormwater.
