Account Number(s): Utility Fund 401 <br /> Amount Budgeted $0 <br /> Additional Required $ -0- <br /> SUMMARY STATEMENT: <br /> The City of Everett is required by the Clean Water Act to submit an NPDES Phase II Permit Application to <br /> the Department of Ecology no later than March 10, 2003. The permit application must demonstrate how the <br /> City of Everett will comply with the Environmental Protection Agency's six minimum measures for our <br /> stormwater discharges outside the combined sewer area. These six minimum measures are: 1) Public <br /> Education and Outreach, 2)Public Involvement/Participation, 3) Illicit Discharge Detection and Elimination, <br /> 4) Construction Site Runoff Control, 5) Post-Construction Storm Water Management and 6)Pollution <br /> Prevention/Good Housekeeping for Municipal Operations. The Parks Department, Engineering and Public <br /> Services and Utilities jointly prepared the attached application as the city's program to meet the six minimum <br /> measures. Other than nominal administration costs, the only increase will be approximately$10,000 per year <br /> the first year for the Parks Department to implement minimum measure 6 and approximately$1,000 per year <br /> thereafter. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Authorize the Mayor to Sign a Washington State Department of Ecology NPDES Phase II permit application <br /> for the discharge of Everett's stormwater. <br />
