/1(.6%<=7. <br /> RESOLUTION NO. <br /> A RESOLUTION waiving the public bidding requirements and for the sole source purchase of six <br /> (6) paratransit vehicles with an option to purchase up to nine (9) additional vehicles in 2004. <br /> WHEREAS, Everett City Council authorized a call for bids for paratransit vehicles on October 30, <br /> 2002; and <br /> WHEREAS, these vehicles need to be medium duty, 7 year, body on chassis vehicles rather than the <br /> cut-away style the City will replace; and <br /> WHEREAS, these vehicles need to be no more than 25' long, 10' high, and 96" wide so that the City <br /> can provide service to its residential customers; and <br /> WHEREAS, these vehicles need to be a body on chassis vehicle that allows the driver's <br /> compartment to be configured to meet the ergonomic needs of Everett Transit employees and <br /> minimize injuries: and <br /> WHEREAS, these vehicles need to be equipped with a wheelchair lift situated between the axles <br /> rather than behind the rear axle to provide a safe and comfortable ride for wheelchair passengers; <br /> and <br /> WHEREAS, these vehicles need to accommodate two wheelchair stations and eleven ambulatory <br /> passengers; and <br /> WHEREAS, these vehicles need to be equipped with a front gas engine rather than a diesel engine to <br /> keep both interior and exterior noise to acceptable levels: and <br /> WHEREAS, a conscientious and purposeful effort was made to obtain multiple bids by advertising <br /> in both the Everett Herald and the City's website, as well as mailing bid invitations to twenty-five <br /> potential bidders; and .; and <br /> WHEREAS, only Schetky Northwest Sales. Inc. submitted a bid, despite the City's attempts to <br /> obtain multiple bids: and <br /> WHEREAS, the City consulted with the Federal Transit Administration, who will provide some of <br /> the funding for the paratransit vehicles. regarding the lack of multiple bids, and the FTA concurs <br /> with proceeding to purchase the vehicles on a sole source basis: and <br /> WHEREAS. a price analysis of the single bid received was conducted and the bid price-was found to <br /> be comparable to bids awarded for similar equipment across the nation: <br /> Lr i <br />
