piefv <br /> RESOLUTION NO. ; <br /> 1-717-577-77 <br /> A RESOLUTION ESTABLISHING <br /> INITIAL 2025 POPULATION AND EMPLOYMENT TARGETS <br /> FOR THE CITY OF EVERETT <br /> TO BE PROVIDED TO SNOHOMISH COUNTY TOMORROW <br /> WHEREAS, the City of Everett has a desire to cooperatively work with Snohomish County <br /> Tomorrow, Snohomish County, and Cities in Snohomish County; and <br /> WHEREAS, the City of Everett has been formally invited by Snohomish County Tomorrow to <br /> participate in the jurisdictional review of the draft initial 2025 population and employment <br /> growth targets for Everett and the other cities of Snohomish County; and <br /> WHEREAS, the City of Everett has been asked to select an estimate of population and <br /> employment the City can accommodate through 2025; and <br /> WHEREAS, the new initial growth targets will eventually replace the 2012 growth targets <br /> currently contained in Appendix B of the Countywide Planning Polices (CPPs); and <br /> WHEREAS, the City of Everett will develop final growth target numbers as part of the City of <br /> Everett's Growth Management Act Comprehensive Plan; and <br /> WHEREAS, the Everett City Council finds: <br /> 1. The 2025-population estimate range Everett is asked to consider accepting is 123,060 <br /> persons to 139,510 persons. <br /> 2. Current additional population total holding capacity in Everett as of 2012, according to <br /> the latest Buildable Lands Report is 111,873 persons, indicating a capacity deficit of <br /> 11,187 persons to 27,637 persons. <br /> 3. The 2025-employment estimate range Everett is asked to consider accepting is 113,480 <br /> jobs to 130,340 jobs. <br /> 4. Current additional employment holding capacity in Everett, according to the latest <br /> Buildable Lands Report is 120,699 jobs, ranging from a surplus in capacity of 7,219 jobs <br /> to a deficit of 9,641 jobs. <br /> 5. The Planning Commission has reviewed "reasonable measures" that could be <br /> implemented to increase population and employment holding capacity. While Everett has <br /> already taken significant actions to increase capacity, including reduced lot sizes, <br /> allowing accessory dwelling units and successfully encouraging market rate housing in <br /> 1 <br /> 76 <br />
