6 <br /> Staff Report for Community Development Block Grant 2003 <br /> April 30, 2003 <br /> 2003 Annual Allocation Process <br /> The Citizen's Committee for Housing and Community Development called for and received proposals for the <br /> expenditure of the City of Everett's Community Development Block Grant program. The deadline was January <br /> 24, 2003. From February 19th through March 19th the Committee studied each proposal and then interviewed <br /> each proponent. Five meetings and approximately ten hours of interviews took place. The Committee as a <br /> whole spent approximately 15 hours in meetings and additional hours individually at home reviewing proposals. <br /> Copies of proposals including requested funding amount are available in the City Council office for your review. <br /> The City's 2003 Community Development Block Grant will be $1,130,000.00, plus reallocation of $26,472.57. <br /> This is an increase from the 2002 allocation of $930,000.00. The increase is due to the use of the 2000 Census <br /> numbers in the allocation formula. <br /> The Committee recommends funding public services at the maximum allowed by HUD, 15 percent of the grant. <br /> 15% of the $1,130,000.00 the City will receive this year is $169,500.00. The Committee also recommends <br /> $11,472.57 be reallocated from prior years for a total of $180,972.57 for public services, which is about 56% of <br /> the funds requested for public services. The Committee recommends the remaining 85% of the 2003 CDBG, <br /> $960,500.00, plus $15,000.00 in funds reallocated from prior years for non-public services. The total for non- <br /> public services is $975,500.00, which is about 75.5% of the funds requested for non-public services. There are <br /> HOME funds available to fund the non-public service projects. The Committee recommends using $336,030.00 <br /> of HOME funds to supplement 2003 CDBG funds to fully fund all applications for non-public Service funding. <br /> In the Neighborhood Improvement area, three neighborhoods are proposed for funding. They include Riverside, <br /> Port Gardner, and Delta Neighborhoods. These neighborhoods are proposed to receive a total of $60,000.00 <br /> split equally between them. <br /> Each one of the members of the Committee provided a valuable contribution to this recommendation. This <br /> group was very dedicated while performing this difficult task. Staff congratulates the Committee for a job well <br /> done and thanks them for their time and effort. <br /> Committee Chair Bridget Larsen will represent the Committee at the City Council's public hearing. Staff will also <br /> be available to answer questions by the Council. Other Committee members include Gregg Elder, Jeff Huber, <br /> Bud Alkire, Leann Torgerson, Walter Hall, Marie Savoie, Rock Dorsey, Connie McNall and Patty Church. <br /> 9 <br />
