_ RESOLUTION NO. A RESOLUTION waiving the public bidding requirements and for the sole source purchase of Motorola 800 MHz radio equipment. WHEREAS, Everett City Council approved the Snohomish County Emergency Radio System (SERS) Interlocal Cooperation Agreement that joined ten jurisdictions to build a regional 800 MHz trunked radio system; and WHEREAS, the SERS governing board examined the three domestic manufacturers capable of building a regional sytem; and WHEREAS, all brands of radio systems which use this type of technology are essentially proprietary systems with vendor-specific technologies; and WHEREAS, SERS asserts that the customer must select only one technology and can use only mobile. portable, and base station radidos that use that one technology; and WHEREAS, Motorola was found to be the only acceptable provider because it offered the most compatibility with installed systems, had the only presence in the region, and could offer both police and fire agencies compatible communications; and WHEREAS, SERS elected to develop a sole source contract with Motorola and to negotiate the best terms possible for such a contract; and WHEREAS, agencies participating in the SERS system must purchase Motorola brand radio equipment to be compatible with the regional system. NOW. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT: 1. City Council finds Motorola. Inc. is clearly and legitimately the only source capable of supplying the 800 MHz radio equipment required. 2. City Council finds special market conditions exist. resulting in Motorola_ Inc. being the single source of supply.
