5 • <br /> Yµ <br /> RESOLUTION NO. <br /> A RESOLUTION prohibiting certain combination dump trucks on <br /> Madison Street between Broadway and Glenwood Avenue <br /> WHEREAS, Rinker Materials and its predecessors in interest have been a major business and <br /> employer in southwest Everett for a significant number of years. Rinker has supported the City's <br /> efforts to redevelop southwest Everett. Rinker has shown its support for southwest Everett and the <br /> greater Everett community by making a very`significant contribution to the City's inventory of ball <br /> fields leading to the development of the Phil Johnson Ballfields facility. Rinker's operations in <br /> southwest Everett have evolved over the years resulting in larger vehicles using Madison Street, <br /> which has created some issues for those residents. Rinker has discouraged these vehicles from <br /> generally using Madison Street while encouraging them to use alternative routes which add only <br /> minimal travel time; and <br /> WHEREAS, WAC 308-330-265 grants the Traffic Engineer the following authority: <br /> To determine and designate those heavily traveled highways upon which shall be prohibited <br /> any class or kind of traffic which is found to be incompatible with the normal and safe <br /> movement of traffic on the basis of an engineering and traffic investigation and shall erect <br /> appropriate official traffic control devices giving notice thereof; and <br /> WHEREAS, a "combination dump,truck" is defined as any vehicle with a trailer of any sort which <br /> is designed primarily for the hauling and dumping of aggregates, soil, gravel or other bulk materials. <br /> Such vehicle is commonly referred to as"truck and pup" or"pony truck;"and <br /> WHEREAS, residents abutting Madison Street report that dust and debris from combination dump <br /> trucks are excessively high in the homes and yards along Madison Street; and <br /> WHEREAS, Public Works reports that excessive amounts of debris are regularly deposited on <br /> Madison Street and its sidewalks by passing combination dump trucks especially those hauling <br /> landfill-bound material; and <br /> WHEREAS, high volumes of combination dump trucks on Madison Street can make it difficult for <br /> residents to exit their driveways, retrieve their mail and enjoy time in their yards; and <br /> WHEREAS. Madison Street, a designated bike route with bike lanes in the City's Non-motorized <br /> Transportation Plan, is found to be incompatible with high volumes of combination dump truck <br /> traffic traveling to and from a landfill; and <br />
