Account Number(s): Utility Fund 401 Amount Budgeted $ 100,000 Additional Required $ -0- SUMMARY STATEMENT: As authorized by City Council on January 29, 2003, the Public Works Department applied for an NPDES permit to larvicide our stormwater ponds. Since the NPDES permit was submitted to the Department of Ecology (DOE), DOE issued a statewide permit to the Department of Health (DOH) for larviciding surface waters. Any local government, business, or individual can apply for coverage under the DOH permit. To reduce their administrative costs, DOE prefers that local governments obtain permit coverage under the DOH permit rather than acquiring individual NPDES permits. Coverage under the DOH permit will be beneficial to the City also because the description of water bodies to be larvicided in the DOH permit application can be much more generic than in an individual NPDES permit. This will allow the City to larvicide any stormwater pond that may have been overlooked in the original NPDES permit.
