Two bidders <br /> responded, but neither bidder met the specifications for materials and timeliness of delivery. Staff recommends <br /> Council reject all bids and authorize a new bid call. In the new bid call, bidders will submit bids for components of <br /> the water conservation kits. Bidders with the lowest responsive bids for each component will be eligible for an award <br /> of the contract for those components. The City will then contract with an outside contractor, under separate contract, <br /> to assemble the components into complete kits.
