is <br /> Section 5. Parking Requirements. Ordinance No. 1671-89, as amended, (Title 19 EMC) is <br /> hereby amended by the addition of the requirement for opiate substitution treatment facilities <br /> to provide off-street parking consistent with the requirements of EMC 19.34 at the rate of one <br /> space per 200 square feet of gross floor area. If located in a shopping center, parking shall be <br /> provided consistent with the parking standards of EMC 19.34 for a shopping center. If <br /> located in a hospital, parking shall be provided consistent with the requirements for the <br /> hospital. <br /> Section 6. Moratorium Repealed. The moratorium established by Ordinance No. 2678-03 <br /> is repealed upon the effective date of this ordinance. <br /> Section 7. Savings. The enactment of this ordinance shall not affect any case,proceeding, <br /> appeal or other matter currently pending in any court or before the City or in any way modify <br /> any obligation, right or liability, civil or criminal, which may exist by virtue of any of the <br /> ordinances herein amended. <br /> Section 8. Severability. If any section, paragraph, clause or phrase of this Ordinance, <br /> should be held to be invalid or unconstitutional by a court of competent jurisdiction, such <br /> invalidity or unconstitutionality thereof shall not affect the validity or constitutionality of any <br /> other section, subsection, sentence, clause, phrase or word of this ordinance. <br /> Section 9. Corrections. The City Clerk and the codifiers of this ordinance are authorized to <br /> make necessary corrections to this ordinance including, but not limited to, the correction of <br /> scrivener's/clerical errors, references, ordinance numbering, section/subsection numbers and <br /> any references thereto. <br /> Frank E.
