b <br /> P <br /> SECTION 1: PURPOSE <br /> This MOU is intended to provide a framework for cooperative transportation planning between <br /> the parties, avoid duplication of effort, and optimize public transportation planning and <br /> investments in support of local,countywide and multicounty growth management policies and <br /> objectives in the central Puget Sound region. In addition to such cooperation and coordination <br /> being in the public interest,this MOU also satisfies federal regulations requiring such an <br /> agreement between the Regional Council (in its role as the designated metropolitan planning <br /> organization or"MPO") and the LPTAs and the RTA (as local and regional public transit <br /> agencies)to specify cooperative procedures for conducting transportation planning(including <br /> corridor and subarea studies) and programming. <br /> This MOU is also intended to facilitate a close working relationship and regular communications <br /> between the Regional Council and the LPTA's and the RTA's policy bodies and staff in order to <br /> avoid disputes and to facilitate the performance of their respective public responsibilities. <br /> SECTION 2: DEFINITIONS <br /> The following terms used in this MOU shall have the meanings set forth in this section and as <br /> now or hereafter defined in the referenced federal or state statutes or regulations: <br /> A. Central Puget Sound Region means the area included within the counties of King, <br /> Kitsap,Pierce and Snohomish; in the State of Washington. <br /> B. Certification is a statement of verification that local or countywide plans and policies <br /> are consistent and coordinated with the adopted regional transportation plan and <br /> multicounty policies (RCW 47.80.023). <br /> C. Consistency is a condition in which plans and policies affecting the area within the <br /> regional agency's jurisdiction are compatible and mutually reinforcing. Consistency is <br /> achieved when these plans taken together, meet state requirements for consistency in <br /> local, regional and state plans (RCW 47.06.040,RCW 47.080.023 and RCW 36.70A). <br /> D. Consultation means that one party confers with another identified party and, prior to <br /> taking action(s),considers that party's views (23 CFR 450.104). <br /> E. Cooperation means that the parties involved in carrying out the planning,programming <br /> and management systems processes work together to achieve a common goal or <br /> objective(23 CFR 450.104). <br /> F. Coordination or to coordinate with means the comparison of the transportation plans, <br /> programs, and schedules of one agency with related plans,programs, and schedules of <br /> other agencies or entities with legal standing; and adjustment of plans, programs, and <br /> schedules to achieve general consistency(23 CFR 450.104). <br /> 20 <br /> MOU-Regional Council/Transit Operators Page 2 <br />
