Application for Basement Chanes at 3709 Shore Ave i ; , - s { ! `,,,1 ;' A ,,
       , l t !_i . lu., a
To: Jeff Heilman, City of Everett <` 1
 :.
From: Mark Lesyna, owner of 3709 Shore Ave. Phone: 425 717-3337 ,j (j; 9
Dat: 7/18/2014 E
4 '✓ ` ! \..t A^ 1J . 4 .,.. ^ !
Pian Check No: C1311-05
r n'"`'"!$ "i'";.t'Ad~r''"
, ,
E._, ...- a :., ..: ,.. . . ,>.., .y..... .,,.., . .._.
._.-a :., ,.,,s
Dear Mr. Heilman,
I received your letter July 2"d withholding my application for a construction permit for basement changes at 3709
Shore Ave. After reviewing the prior plans and the Snohomish County Assessment of the property, I realize that I
made a mistake by assuming the basement was not already habitable space. My original 2013 application for
changes showed the basement as unfinished, and the basement has been finished since the 1958 remodel.
Since 1958 the basement has included the following features that fit with it being habitable space:
• The attached Snohornish County Assessor's report shows that the basement includes 1511 sqft of space and
that all of it is finished.
• The (attached) plans from tfe last major remodel around 1958 show a finished basement. They should be on
fiie with the city planning office. The 1958 plans show the electrical, lis;hts, heat and heat loss calculations,
fireplace, outlets, etc.
• I also include a picture of the basement that was part of the house li,ting when we purchased at the end of
2012.
• The basement includes a 6'8" door that exits at ground level.
• The basement includes a finished fireplace.
• The basement cripple walls are insulated and the space is heated.
• The basement has normal outlets and wall switches with lighting circtits for permanent overhead lights in 4
zones, plus pull chains in a mechanical room.
• Two heating zones are used, with electric baseboard heat in the fireplace room and a forced air electric
heater in the larger room.
 The ceiling has drywall.
• The fireplace room walls have paneling floor to ciling. The rest of tl-e basement walls have drywall from the
ceiling over the cripple walls and overlapping the poured cement.
• All surfaces are finished: the portions of the poured concrete, the base of the dining room fireplace, and the
drywall are all painted. •
• The same moulding as the upstairs floors is installed and painted around the baseboards and windows and
doors.
• A utility sink is installed with hot/cold water and a drain poured into tfie floor.
o The mechanical room was not finished (no drywall) but included ins;lation in the cripple wall and is included
in the city assessment of finished space.
So the basement is already habitable space. I plan to irnprove the heatirg method, upgrade the insulation, and
add a bathroom and kitchenette. What changes do I need to make to my :u,mittal?
