PROCLAWAT/ ON <br /> WHEREAS, the community of Lowell, founded by E.D. Smith in <br /> 1863, is a rich part of Everett's history; the area's first newspaper was <br /> published in Lowell, the oldest continuous manufacturing plant and the <br /> oldest church building in Everett are found in Lowell; and <br /> WHEREAS, the Puget Sound Pulp & Paper Mill, later known as <br /> the Everett Pulp & Paper Mill and then the Simpson Mill, opened in Lowell <br /> in 1891 becoming a very important part of the area's economy for eighty <br /> years; and <br /> WHEREAS, Lowell has long been recognized for its civic, cultural <br /> and historic contributions to the City of Everett in publications such as <br /> Everett's Centennial Structures, Lowell Remembered, The Lowell Story and <br /> Lowell's Farms and Outbuildings; and <br /> WHEREAS, Lowell has received the prestigious City of Everett <br /> Brown Award and the Lowell Civic Association won the Fourth of July <br /> Spirit of the Neighborhood Award; and <br /> WHEREAS, Lowell will be celebrating its one-hundred-fortieth <br /> birthday beginning at 11:00 a.m. on Saturday August 2nd, 2003 with a <br /> parade, picnic, historic tour and dedication of Lowell Community Park's <br /> new playground equipment; <br /> NOW, THEREFORE, I, Frank E.
