5 WHEREAS, the City of Everett has encouraged public participation in the consideration of amendments to the Comprehensive Plan, as required by the Growth Management Act, through a variety of notification procedures, including SEPA review, mailing to interested citizens and organizations, mailing to affected property owners, legal publications, posting of the affected property and through four neighborhood meetings between the proponent the affected neighborhood members; and WHEREAS, the Planning Commission was introduced to the proposal on December 17, 2001, held a workshop on April 20, 2003,then opened the public hearing on June 17 and continued it to July 1, 2003, and held the decision public hearing regarding the proposal on July 15, 2003; and WHEREAS, the project introduction, workshop and public hearings were part of the process during which the Planning Commission considered all the proposed amendments to the text and policies of the Comprehensive Plan which were initiated in July of 2002, in addition to the Port of Everett's proposal initiated in July, 2001 and continued to the 2002 docket cycle ; and WHEREAS, the Planning Commission has considered all of the proposed Comprehensive Plan map designation amendments as well as implementing rezones, of which the Port of Everett application is a part, so that the cumulative effects of all amendments have been fully ascertained, as required by the Growth Management Act; and WHEREAS, the Planning Commission has recommended to the City Council the approval of various amendments to the Land Use Map and the rezoning of specific properties to implement the Comprehensive Plan; and WHEREAS, the City Council held a public hearing to consider the recommendations of the Planning Commission concerning the Port of Everett amendment to the Comprehensive Plan map designation; and 2 17
