1 <br /> RESOLUTION No. 5760 <br /> A Resolution concerning the Everett Regional Arts Center and the <br /> leasing of the Hoyt Garage property at 2919 Hoyt Ave. in Everett <br /> to Artspace Projects, Inc., for art exhibit and gallery space in <br /> conjunction with affordable live-work units for artists and their <br /> families, space for an arts education center and local arts <br /> organizations. <br /> WHEREAS, pursuant to Ordinance No. 1471-88, the City of Everett recognizes <br /> its responsibility to foster culture and the arts and its interest in the viable <br /> development of its artists and craftspersons. Ordinance No. 1471-88 declared it to <br /> be a policy of the City that where possible, appropriations will be made for the <br /> development of arts and culture in the City; and <br /> WHEREAS,painters, sculptors, craftspersons, dancers and other artists who <br /> require an abundance of well-lit space in which to work have had difficulty <br /> finding and retaining affordable space in Everett. The very presence of artists in a <br /> neighborhood often acts as a catalyst, setting in motion a process of neighborhood <br /> revitalization. For example, in Seattle's Pioneer Square neighborhood, Artspace <br /> Projects, Inc. developed and built the Tashiro Kaplan Artist Lofts, which includes <br /> 50 affordable live-work units, art galleries and space for local arts organizations. <br /> Since Tashiro Kaplan Artist Lofts opened its doors in June 2004, it has been a key <br /> in the revitalization of Pioneer Square's arts district,helping to create a critical <br /> mass of people and businesses drawn to the synergy of artists at work, interacting <br /> with each other, showing their work and creating recreational opportunities for the <br /> community such as artwalks; and <br /> WHEREAS, the Washington State Legislature passed ESHB 2984, which <br /> becomes effective in June 2006. This Session Law encourages cities to provide <br /> incentives for developers to provide affordable housing for renter and owner <br /> occupancy and underscores that a city is fulfilling a governmental purpose when it <br /> offers incentives for developers to provide affordable housing; and <br /> WHEREAS, the City has legislative authority, pursuant to RCW 35.22.300 and <br /> RCW 35.22.302, to lease City-owned land for an art museum for such term and <br /> upon such conditions as may be deemed proper by the City. The City Council <br /> finds that the concept of an art museum includes, but is not limited to, exhibition <br /> and gallery space, work studio space, arts education facilities and projects, space <br /> for local arts organizations, and also includes adjunct facilities such as dining and <br /> gathering places and affordable live-work units for artists and their families; and <br /> WHEREAS, the Hoyt Garage property(at 2919 Hoyt Ave. in Everett and <br /> hereafter referred to as "the Property")was originally acquired by the City in <br /> connection with the purchase of the Wall Street Building for City Hall. The <br /> structure is substantially physically depreciated and in need of structural repair <br /> 1 <br />
