ATTACHMENT 1 <br /> redevelopment projects. Other than the Redevelopment Area cleanup and the <br /> rehabilitation of up to 15 existing houses, this Plan does not contain project-level <br /> actions. <br /> The exact nature and extent of the redevelopment will be subject to review under <br /> the City's normal project review process, including public and environmental <br /> review. This "project level" review will apply the City's development <br /> regulations, including the applicable single or multi-family development <br /> standards, and will apply the concepts and parameters described below in this <br /> Plan as additional general criteria. The EHA illustrative redevelopment concept <br /> (Exhibit F) anticipates 85 90 new single family attached dwelling units developed <br /> in an area that once accommodated 35 homes resulting in a net increase of 59 55 <br /> units. The proposed change in the zoning could allow for redevelopment of <br /> other properties in the affected area resulting in additional increases in units. It <br /> is anticipated that the majority of the housing will be considered "middle- <br /> income" or "market-rate." <br /> To accommodate single family residential redevelopment the site must be <br /> cleaned up to residential standards (see Section 5.1 and 6 above). Ecology's <br /> certification of the remediation will find that any hazardous substances in soil <br /> that may remain on portions of the Property after the remedial action has been <br /> completed as required will not pose a threat to human health and the <br /> environment. <br /> Rehabilitation & Sale of Asarco Houses. After cleanup is completed, the first <br /> stage of development is planned to be the rehabilitation and sale of the Asarco <br /> Houses. EHA plans to demolish seven and refurbish eight of the 15 Asarco- <br /> owned homes that EHA is purchasing. EHA could refurbish all 15 homes, and <br /> would plan to do so if EHA does not take close and title to the Fenced Property. <br /> Fenced Property Redevelopment Process. With regard to the Fenced Property <br /> (and seven parcels above, if the existing houses are demolished), EHA plans to <br /> enter into a contract with a redeveloper to cause the construction of a mix of <br /> single-family attached and detached residential units for sale. Through a <br /> Response for Qualifications or Proposals (RFQ/P) to request qualified candidates, <br /> EHA will select a developer to carry out the design and construction of the <br /> redevelopment, in accordance with the attached design and development <br /> parameters, and to manage the subsequent sale of the housing units. The <br /> agreement that is used to engage the developer will address remaining financing <br /> issues. EHA will require the redevelopment entity to be responsible for the <br /> Community Renewal Plan-page 14 <br />
